The newly fashionable Victorian pompadour hairstyle needed special aids to make the look succeed. Another sort of hair rat , this one made from wire and lace. Note that this is from the 1902 Sears Catalogue -- a time when there was still a belief that false hair would 'injure' one's own hair if used. Near as I can tell, the rumor came about due to unsanitary hair pieces being sold and used, and presumably spreading scalp diseases. By 1910 or so, false hair was advertised with assurances of its cleanness and healthiness. The same catalogue did, nevertheless, offer ones made from hair:
